Keyframe Crop - Not so simple?

I'm trying to take two photos, one a man looking to the right, and the other a women looking to the left. I put them on two seperate video tracks on top of each other and want to crop and locate them to be looking at each other.

This seems to simple and I even think I've done it before, but now it's impossible. When I move the image on one so it's to the left, it moves when I try to crop it with a side box/handle. So I move the box/handle on the opposite side of the pic, but it then moves the pic back to where I don't want it.

I've turned off the size about center and lock aspect ratio, but still can make it happen? If there's a tutorial online on how to do this I haven't found it. Thanks for any help.

If this is not what you want, I suggest using track motion to do the split screen or a combination of pan/crop and track motion.
