I am having exactly the same issue. In fact I have several versions of Vegas PRO, the latest being v.17. None will now open, and display the above message. They all worked before.

That is possible if you changed (something on) your hardware.
If you did not change the emailadres from that one used at the first registering of the program, go to your Magix account/ Your Products and deactivate your old activation. Deactivate it at "Show more Details"
