how many layers of dv video plus efects/transitions can u throw at your cpu keepin it realtime.

Strictly depends on you computer. The more powerful, the more you can add before frame rate drops on playback. Change preview from Best to Good to Preview to Draft. Each will give you back a higher frame rate, for a while. Then you add more effects/tracks.

Other than that, number of tracks/effects is unlimited.

Also, consider you can quickly ram-render to see many layers in realtime.
