Levels - Fade to Black

No, I'm not going to ask a question about computer vs studio levels; there's enough of those already.

In those 'Levels' threads, the issue of fading to black is mentioned, with the suggestion that it is necessary to add a track of solid black with rgb levels set to 16,16,16 for the fade to be correct.

My question is: Under Preferences/Video why not set he default Track Fade Bottom to 16,16,16?

This is a useful option, though this is for track fades only, not for event fades. It does not alter the very basic nature of Vegas composite backgrounds, which are transparent (so value 0). Of course you can also use it to fade events, but it's more complicated compared to the regular event fade function.
