Nope. This functionality isn't something that's currently allowed by the DVD spec. However, Sonic's eDVD product can do this as long as you play the DVD with the Interactual Player (they provide). Basically you take your prepared project, feed it to eDVD, eDVD then lets you set up web links or PDF files or graphics based on chapters on the DVD.

You then create a hybrid DVD that contains the Interactual Player along with information for the player about what to do when it encounters a particular chapter. You'll do the actual DVD burning with something like Nero or the burning software that comes with eDVD - DVDA is too limited in what it allows for hybrid DVD's to use for burning.
