Just in case anyone else sees this error: I got this after installing Windows 10 Pro 1903 when I started Vegas 17 321. After messing around making sure I had all the latest updates of everything, a Google indicated this has something to do with the video drivers.

What fixed this was using the Device Manager and uninstalling the AMD driver, then rebooting. That caused Windows to find and reinstall the AMD driver, and that fixed the problem.
