How is pan/crop locked without the track itself being locked? unlike track motion, the pan/crop tool doesn't have a lock that affects all directions.
on up/down, side to side, or free movement are options. If you lock a track, then you wouldn't have access to pan/crop.
To unlock an event or events on a track, select locked events, right click and choose Switches, Unlock.
