I'm gearing up for a book on tape project and my goal is to create a track every minute. It'll be hours of audio and any little thing to make it easier would be much appreciated.
No script programmer here though a Vegas user and some passing experience with using scripts. I don't see the purpose of this kind of thing -- what is it you are actually trying to accomplish?
Track creation is a as-needed function (organize material to edit). Piling tracks up just for the hell of it seems un-productive: it just gives Vegas more to process, and hence slows things down, and increasing the chance of computational errors.
Maybe if you explained in more detail the reason you want to do this, someone with experience in scripts can help you, including clarifying for yourself it this is even something you actually need :)

I'm not sure that's really doable, at least not in real time.
If you're planning on recording the book yourself (or at least be present during the recording) the easiest way to separate chapters is probably to hit "M" while recording, to denote the start of a new chapter. This will add a marker at the current position.
You can very easily use those markers as a reference for later, and, for example, convert them to regions and use the batch renderer to get one audio file for each chapter.
