What format are you saving the image in? JPEG and PNG are probably the best choices. Place it in the upper track and use Pan/Crop to position it where you want it.

Chienworks is correct. I've used MS Photodraw with most graphics formats and they import and it works. Pan/Crop allows you to "position" and even squash graphics. You can even have your graphics "wander" across the screen using Picture in Picture - Kooool!
