When DVD-A renders A/V files, does it use the same plug-in that VV use?

I rendered a A/V file in Vegas 4.0 that took about half the time then what DVD-A took to render the same A/V file. I realize that this isn't normal work flow but I was trying different things after creating serveral coasters.
