Making DVD compliant video?

My need for Vegas Video is simple, and I was wondering if somebody could help with a couple points for me.

I plan on capturing video in 720x480 via an analog capture card and importing the AVI file into Vegas (HuffyUV compression probably).

I want to make a MPEG2 file in 352x480 interlaced mode, which is a valid 1/2D resolution for DVD.

Is it best to resize it in Vegas before sending it to the MPEG2 compressor? Or should I just let the Main Concept encoder do the resizing via its advanced dialog box? Which gives the better picture?

Just make sure that in the 'Render As' dialog the 'Stretch video to fill output frame size (do not letterbox)' box is ticked, set the correct 352 x 480 frame size in the MPEG encoder settings and you should be OK - at least this works OK for SVCD when resizing from 720 x 480 down to 480 x 480.

if you also go to MPEG 1 dropdown on your menu there are already presets for VCD disks. this should work in most new dvd players (it did in mine.) i could not get MPEG 2 to work (of course that is before i noticed the mpeg 1 presets.. but i have only had this for about 2 weeks.), so if you do, please pass along how you compressed it.
