Making Special Effect same frame rate as project

Hey there,

I have a project in 25p (24p if we're talking NTSC).   Basically I animated a layer of video by resizing it, but when I play it back, it looks out of place because the movie is in 25p but the effect is in whatever framerate that is (maybe 30i?).  So I want to know how to make the speed of the edits fit the project setting.

Here's more info on the edit if needed.

 I have a part where I have two videos overlapping that I intentionally shot separately.   One is the background and one is the foreground.  In the edit, I slowly decrease the size of both layers, but at different speeds.

 

I'm using Sony Vegas Pro 13

Your project frame rate is either 25p or 24p. It can't be both. The frame rate of those edits/effects should conform automatically to the same frame rate that your project is in. Maybe it's just not previewing smoothly at the full frame rate. If you render a section does the rendered file look better? I was just mentioning 24p as the American euivalent to the 25p that they use in PAL countires.  The problem shows up when I render.   Basically, the footage I render that I took in 25p with my camera doesn't look the same as the effect in terms of framerate.  

 

You can notice this problem in older movies, like from the 90s, when they put in a CGI effect and it doesnt seem to match with the rest of the footage because it seems "smoother".   Does anyone know what I'm talking about?

24p isn't the American equivalent to the 25p
Originally, 24p was used in the non-linear editing of film-originated material.
24p is used for aesthetic reasons and delivers film-like motion characteristics, in PAL as well as in NTSC Countries.

As Nick says, your project frame rate is either 25p or 24p. It can't be both.
If your original footage is 25p, so use 25p in your project settings and also in your render settings, disable "resample" for all events and you'll get the the best result.
