For the top video you are trying to mask the Fx but I don't see any Fx in the chain next to pan/crop?

In the pan/crop control window, try changing the mode from "positif" to "negatif" and the mask should then reveal the lower video track.

You need to change "Apply to Mask" from Yes to No to see the track below. I think that says Oui right now.

If there's no Fx why he is applying the crop only to the Fx makes no sense. But then we learn this isn't even the visible track and we don't know how the mask or Fx has been applied to the one beneath it.

@Yanis-Ichou If you could make your project available (google drive, etc.) I'm sure one of us could fix it in a minute.

Is this what you are trying to do? Made a [edit: selection] on the top track to mask the Fx (gaussian blur).

Put the same image on a track below it with no mask or Fx so it will show the part without blur normally.

If you crop or mask the text on the top event and then put a gaussian filter on the event below you get a result like this.

PS, why can't i see your mask in the Pan/Crop window & your XY are greyed out?

You're right. In this example I was using position to preserve the look of one line rather than masking anything.

I think that's one way to blur the background and preserve text you want to highlight.

Otherwise with masked Fx set to no and the text placed within a mask you can get the same result:

If set to yes then while that mask will change Fx in the masked area on the top event and that event will block the view of anything beneath it, and that's probably the OP's mistake.

If using Mask FX - Yes - there's no need to duplicate the event, I'm guessing there's a reason for that? @Yanis-Ichou

So what is OP trying to do, are there Fx intended for each track? Is it going to be a few isolated boxes rather than showing the whole background?

Still a mystery but hopefully we showed a few ways of using masks in VEGAS. : )
