Or could render one part uncompressed or compressed lossless, reimport into Vegas in place of your first effect and add the white flash?
FWIW, IMO and all that, sometimes it's quicker to just do a quick, partial render then figure out & test a method that's more efficient, but takes you longer to get there.
picture a horizontal red horizon (red gradient) that rises then falls in about 5 seconds.
as it rises some text appears (white) and you can see the horizon behind it.
When I a certain part of the music strikes I want the screen to flash all white using another gradient. But I cant add the gradient. I tried using another track but If I set
the flashing event to a higher track then all dissappeared. I want the text and horizon to remain on the screen while the flash occurs.
I thought about rendering it a event but then I dont have any editing of the red gradient or the text if I needed.

well if I set the flash track above the gradient track or text track then
they (the gradient and text) are both gone. All I see is the flash track.

I guess I don't understand what the flash looks like. You must want part of it to be transparent so the text/horizon appear beneath it (or around its edges). So the problem is that the flash has opaque black around it instead of transparency? So I guess AlexB's way will work.
I don't know where you got the flash media, but the easiest thing to do would just be to ensure that it is transparency where you want it to be, then you don't need to mess with the compositing modes. Is the flash some sort of Vegas generated media? If so, then that should be easy, since you can set the opacity of any color you use in generated media.
