Minimum Version for Video Speed Changing

I am currently using VEGAS Movie Studio 17 Platinum, and I've realised one useful function I could really use, is changing the speed of video clips. So this is either slowing down, or speeding up certain parts of the video (not the playback of the full video).
So I wanted to find out, if I were to upgrade to another version, what is the minimum version that has this function available?

You can slow down or speed up the play speed of individual clips in your VMS17. By splitting a clip you can even change the speed of part of a clip.

But if you want to progressively speed up or slow down a clip you probably need the "Velocity Envelope" which is found in Vegas Pro. Download the 30 day trial of Vegas Pro 19 to see if this provides what you are after. But first check the Minimum Specs required.

Vegas Movie Studio 17 is the last ever version of Vegas Movie Studio - the entire product line was discontinued mid last year.

Vegas Pro 19 has velocity envelopes that the speed of the video event to be changed from 0% to 1000% forward or up to 100% reverse. The velocity control line (for want of a better term) on the video event can also be key-framed to progressively increase / decrease the velocity.

Given that Vegas Movie Studio is a trimnmed down version of Vegas Pro, you no doubt be immediately familiar with Vegas Pro's layout and basic functions. A trial version is available so you can try it out for yourself. I'm not sure what upgrade / cross-grade pricing would be.
