Mix To Track

I tried the Mix To Track feature, using 24 bit stereo tracks as the source. Each of the source tracks had a healthy average level, with peaks in the -3 range. The resulting mixed track has peaks in the -12 range, which seems too low. I can't determine if I have control over the Mix To Track Process or not. Any help is appreciated.

The mix to new or any rendering is run through the mixer as if you would press
play. So, any gain setting you have on a track or a bus will be part of the
render.
