To understand this:

You have a assignable FX bus set up
You have a track sending to this assignable FX bus
You arm this track

You _DONT_ hear the content of the assignable FX bus when NOT playing or recording - just input monitoring?

Here is what I sent to the email adress you mentioned :

If I have input monitoring on, track armed, and use a track fx, I can hear it whether I am stopped, playing or recording

however

If I have input monitoring on, track armed and using a send fx, I can only hear it while I am playing or recording, even if the track is blank, but I cannot hear it when stopped.

Is this right? If it is, itll be hard to set reverb levels and such for monitoring

You didn't answer my question (as simple yes or no what have sufficed) but I have tested WHAT I THINK you are saying and it is a bug.

oops sorry...errr...theres too many negatives in this one its tricking me. I dont see it sending to the assignable FX bus when not playing or recording when just input monitoring. The playback engine needs to be started. However I DO see it working with track insert FX

Yes, there is a bug in vegas 4. beta. Assignable FX sends are not included in the mix while input monitoring is enabled but you are NOT playing or recording.
