I don't know what you're looking for exactly, but applying the "resample" switch will smoothen out the movements in your movie (if you've been stretching those, that is) by creating "sub-frames" between your already stretched ones. In fact: between the spaces you created when you stretched your clips...

You could probably use a horizontal Linear Blur, but it isn't really keyed off of motion. It will give that effect, sort of.

The facility of motion blurring is given in the render dialog box.

In addition to the tips above, check in the project properties dialog, hit Advanced, and set up motion blur there. You can only set it for the whole project, not a single clip, but you can render just the scene that needs the blur and then bring that into your project (and turn project blur back off <g>).
