@JackWhite Hi, each piece of media like text, pictures & video on the timeline is called an Event 👍

So just like you motion tracked some text you can motion track any event, add a new video track above your media event on the timeline, you can right click & insert an Empty Event, this is just clear, it's there as a blank so you can add stuff to it, the problem is a lot of fx's need something to 'effect' like a colour or a shape but an empty event is empty, if that makes sense, you can't add a blur or colour to nothing & adjust it, so I think you'd have to experiment with which effect will apply to that empty event & affect the track below so you can motion track (move) that empty event, or find another way of creating an event & applying that fx to it, maybe a copy of your media, then use a composite option or a black solid & chroma key the black,,

You could duplicate your media, put one above the other, add the fx to one & then add a mask so only a chosen part of the affected event shows through, you could animate that mask however you wanted,
