Clicking on the Move Freely (X or Y) icon should toggle between move X only, move Y only and move freely. The icon image changes but albeit those icons are very small.

Facendo clic sull'icona Sposta liberamente (X o Y) dovresti passare da spostare solo X, spostare solo Y e muoverti liberamente. L'immagine dell'icona cambia, ma anche se quelle icone sono molto piccole.

it does not let me do it, I can only do right, left, up, down it does not show me the classic cross icon which indicates that I can move freely

As the name revealed, Pan/Crop determine the borderline and/or sizecontent.

Go trackhead->trackmotion, there you adjust the position(ing).

I was having this issue today, however I figured it out.

In the crop/pan tool editor, down the bottom left you can click on the arrow icon to swap between the X and Y axis for movement, right? There's a third option which is a diagonal arrow but this unlocks the movement for both X and Y axis.

I hope this makes sense.
