3PPP is based around Quicktime and MP4, and some PDA devices play WMV and REAL, 320 x 240/15 frames is pretty standard for PDA, but my limited knowledge of cell phones is 176 x 144, 8fps. Ulead's M-Style, available in Asia, edits for cell, and actuall edits ON the cell. I saw a Philips phone with a video cam and editor when I was recently in Singapore. Scary stuff...I wonder when the belt buckle version of Vegas is coming.
Many next gen cellphones have hardware capabilities to play MPEG1/MPEG4 audio/video. Typical resolutions are QCIF (176x44 pixels), CIF (352x288 pixels) or SQCIF (128x96). Most displays do 15/16 bits color and some of them can do 24 bits. Not sure about the bitrates...
