mpeg-1 Quality vs compression.

Ok, I'm trying to get the most out of this moviecompression:
hem.bredband.net/frejah/Ivo_ov5.mpg

It's a mpeg-1 compression size: 160 x 328 pixels using Video rendering quality "Good", frame rate 29.970, aspect ratio 1.0, b-frames 2, Video buffer 0, Video quality "high", Insert sequence header before every GOP "checked", Write sequence end code "checked", Constant bit rate (bps) set to 192 000, audio off. The rest default.

With these settings I get some "stuttering" in the movements of the person in the movie. Can I get rid of these?
The movie size is 1.06mb for 17 seconds. Is there a way to decrease the size without loosing too much quality?

Do I have to use the mpeg-1 compression to be most compatible with older variants of windows media players or should I use another compression?

mpeg-1 does seem to be the most universally comtatible format however it's not something Vegas excels at. I think the mpeg-1 version of TMPGEnc is still free and does a much better job than Vegas.
Even so, as mpeg-1 is only CBR I think there's not a whole lot to be done to improve the compression and you are using a very low bitrate. You could try drippong the frame rate, 15 or 20 fps should be adequate, not ideal but should leave more bandwidth for other things.

But you should be able to use say WMV 8 without much fear of compatability issues.

Any other tips of reducing the size of this movie without loosing too much quality? Anyone?
And oh, this movie is not intended for streaming or downloading over the Internet so bandwidth is not the issue here.

MPEG 1 is antiquity, really... Very poor quality/size ratio in today standard.

WMV is state of art and auto updatable for Win Media player users.
