File / Make Movie / Write your movie to file on your disk / click Advanced Render / change Save as type to MPEG / click Custom / Video ...

From here you can change the Frame size to any values you wish.

However, in MPEG frame size does not alter the rendered file size. The file size is deteremined almost entirely by the length and the combined audio & video bitrates. If you use the same bitrate with a smaller frame size, the finished file will still be the same size. However, the advantage of a smaller frame is that you can use a lower bitrate without losing as much quality.
