MPEG encode creates a lot of noise

In well lit areas the picture looks great. Where there is a lot of black in the picture or low light levels the MPEG encoding from VV3 creates a lot of noise ('snow') - which of course looks terrible on a TV. Is there something I have set wrong or is this an issue with the Main Concept encoder? Any suggestions would be appreciated.

Do you have vegas 3.0c? Are you using the canned DVD render preset or are you using custom settings?

Yes, Vegas 3.0c. I was using the canned DVD NTSC setting. I do event video so encounter a lot of low light situations. I also wasn't too sure about messing with settings as I expect small changes will make a big difference to the encode. Do you have any suggestions for 'tweaking' the settings to better deal with this problem?
