mpeg issues

I can't edit mpeg files on my program, i have vegas 3.0, do I need a later version?

shouldn't, I used 3 for that regularly, though 4 works faster and better.

Well, it says I need to dl an mpeg encoder, but I can't direct through it, and is there any direct link?
