The line won't appear when you play it on a TV, as televisions overscan somewhat (I've heard numbers from 4-10%, it probably varies from set to set). If your video is only going to be played on a PC, then you can use the Pan/Crop or Track Motion to crop it out. I'm not sure why it's there, but it shows up on most video I capture, especially if it's from an analog source, i.e. an analog video camera, VCR, etc.

I have ATI and capture many clips in mpeg2, but never seen the green line.
I could be the hardware?

The main problem is that a lot of people play DVD's on their computers these days so it's a good idea to try to get rid of the line if possible. You will normally find if you do a slight crop of the picture before rendering you will get rid of it.

I capture analog with an MSI GeForce, and the line mainly appears when I capture from a client's 8mm video tapes (using either a VCR w/the cassette adaptor, or directly from a camera). Since that's the only analog I capture, it could very well be the MSI card. I usually crop it out, but if I know the media will be played on a TV, I'll leave it in.
