Vegas MovieStudio 10 does a very good job with a variety of media.

Where did this MPEG come from though? If it's from a standard def camcorder, you probably won't have any trouble working with it.

Is it standard def or hi-def video?

There are some MPEGs -- such as video from DVRs or DVDs burned by those DVD/VHS units -- that are uglier and tougher to edit than others. So it's hard to make a general statement.

I am not sure what it was originally recorded in, but it was not VHS. This is from last fall for a school concert that the school video guy put out for the kids. The out put file on the DVD is MPEG2. Could have been HD that was downgraded to SD ... I do not know. Info below is from GSpot.

Any version of Vegas that supports video will successfully perform this edit. The newer ones may have a zippier response while editing and some versions can smart-render in a few limited cases. But, i could have done that with Video Factory 1 and gotten a successful result.
