Multiple video trax, same event

I have a two camera event and synced the video together and just split and moved the top track when I wanted to "switch" cameras, will this increase the time to encode or make the mpg bigger if I don't delete the times that there are two video tracks, It loooks perfect because only the top track is visible when it exists. Hope this makes since.

It won't affect the size of the output file in the least. It may increase rendering time somewhat because for each frame Vegas has to decide which track to show. What you could do is mute the tracks that won't be shown and then Vegas will know not to use them while rendering.

You could use the "add as take" feature of VV for multicamera video. I know at least of two tutorials about multicamera editing, I think one by Marty and another one doing things slightly different. I don't think it takes much time in rendering.

You won't take a rendering hit - there is nothing to render unless you fade the edges of the top track. Do a search on this site for "Multi Camera" or variations on those words and you will get several more suggestions.
