It is a MPEG-2 video only file, otherwise known as a "elementary stream". Normally accompanied buy a AC3 or a PCM audio file.

Well, if you made it for a DVD or something then you will need it to burn the DVD, if it's frm an old project file or DVD that you made and you don't need it anymore, then you can delete it.
