Vegas cannot read all flavours of MXF. For the MXF files generated by the HVX200, there are a number of 3rd party solutions available (e.g. Raylight).

If Vegas can read the file, you can go file->render as to convert it into another format.

If it's Sony, Grass Valley, or Ikegami, Vegas will read the Material eXhange Format file. In the case of Ikegami, you'll need to install the Avid codec pack. As Glenn mentioned, you'll need a third party tool like Raylight for the Panasonic flavor.
If it's from a Sony camcorder, it's a straight-across read
