I finally solved the problem of why my Vegas couldn't capture video.
I got a SIIG DV-cam Kit to replace my Belkin Firewire card.
I also upgraded DirectX to the latest version (8.1b).

Problem solved. I captured 45 minutes of footage without a single dropped frame!
