I'm really new at this, I am having trouble getting the panning and zooming to finish and set on the entire picture BEFORE it changes to the next picture. I tried playing around with the playrate but I really don't want the panning and zooming to go too fast. I tried making the picture longer on the timeline, doesnt work. Can someone help, Please. Thank you!

Just to clarify, you want the zoom to start, then finish, then the picture stay steady after the zoom stops, then go on to the next picture. Is that right? If so ...

Set the zoom parameters to how you want the picture to end up for both Begin and End, Split the picture where you want the zoom to stop by placing the cursor there and pressing the S key. You now have the picture on the timeline twice. Set the Begin zoom for the first picture where you want the zoom to start. It will now zoom smoothly from the start until the split, then stay steady after that.
