I AM MAKING A SLIDE SHOW AND I GOT LOTS OF PICS, MY QUESTIONS IS, IS THERE ANY WAY THAT I COULD PUT A CIRCLE AROUND A PERSON ON MY SLIDE SHOW?

You create a transparent image of a circle with an image editor, and then you add that transparent image on the video track above of your picture.

It's much simpler than that.....

Media Generators > Color Gradient > Eliptical Ring. Play with settings to get color, shape, feathering. Use Pan/Crop to size and position the ring.
