New blur plugin

Continually annoyed by Sony's gaussian blur not having a smooth transition from its lowest setting to no blur, I decided to write my own blur plugin.

Whilst not a gaussian blur, it has various options for adjusting the blur curve and for the blur direction. A blur close to that of a gaussian blur is possible.

Yes, it is a very nice addition and useful. I'm sure you will be getting a lot of "thanks" from people here who have wanted more control over their blur options.

I think the built-in presets are a little heavy; I would prefer some very subtle presets and a minimal preset as well.

Some detailed documentation explaining the individual adjustments would be helpful, although the Readme provides a good start.

I like the fact that it is keyframeable !

When I tryed to register it in Vista it cound't find the path to the dll file so I had to change the string in the register.bat file to regsvr32.exe "%~dp0Blurp.dll"

Registered just fine in my Vista 32 bit.
