If a file is missing from a project upon start up, Vegas provides options to search for or replace the file.

If you select search, your only choice is to select a drive letter in Windows. This can lead to very long searches on large drives.

It would be very convenient to add a folder search option in addition to a drive letter search option when you know the file is somewhere in a folder or sub-folder to reduce search times.

Reasonable suggestion but most likely won't happen. Vegas uses the Windows File Open dialog which is a part of Windows, not Vegas. When a program invokes File Open it passes a single parameter, which is the folder File Open should open when its window appears. Since Vegas has no idea where the user might want to start looking it defaults to the root directory.

I guess there could be a new Vegas parameter added to Options that lets the user specify the starting search folder, but I'm no sure this would be any better in general usage.
