New System Spec

Hello everyone:
Well, it's time to upgrade, in fact, I'd like to buy new and pass this computer on to my partner. My business is video production, video conversions and transfers, and photo editing. I am not a gamer. The system below is over 5 years old and is starting to hiccup, and it is a bit slow. I would like some advice on the new computer spec, including the DVD burner. Also, I'd like to add a second monitor, now using a Samsung 173T LCD.
If you were starting from scratch, what would you buy (or specify) for my application? Anybody?
