In general, yes, Vegas can be used to edit VR180 footage.

It will help a lot if the input video is already converted to an equirectangular projection but there are ways to convert it.

File format compatibility may be an issue too, but this can usually be resolved as well.

I don't know, sorry, but a quick google for "vr180 tutorial vegas pro" yielded some promising leads.

Do you have specific aspects of editing you are curious about?
