If you set up your project using the 720/30p preset, it will handle all the deinterlacing for you, and output the project as you'd like.

But I'm working in HDV 1440x180i project mode can I render to HDV 720-30p with out deinterlacing?

Yes. Vegas will downconvert the size of the frame and blend the fields so it is a de-interlaced, 1280 x 720 display.
Drop a clip on the timeline using the HDV 1920 x 1080 preset. Look at how the video appears. Now, go to File/Properties, and select the 1280 x 720/30p preset. Look what changes. You lose nothing. It resizes/scales it appropriately.

Spot for aurguments sake , it's the same if your project is set at the 1440 HDV setting and then you render out to720p .Yes?
It would seem to me that preview playback would be closer to 29.97fr as far as editing goes if keeping the project to the orig media size.
BTW I'm LOVING HDV editing with my new 3.2ghz machine and 1 gig ram(buying anther gig next week and the W/A adapter!) Full FRame rate even with certian effects and layers.
