Is Vegas Capable of placing one video track into another.

Sort of like a news piece when the reporter sits in the stage and starts to tell about some earth quake meanwhile a small video is played next to the head of reporter. The small video would actually be footage of the earthquake and the town that got hit.

Are there any plug-ins tha allow this?
