News style header and footer HELP

I need to create a time lapse video with news style header and footer information bars. The header gets a company logo and name and the footer gets a changing ticker tape. I need this to be overlayed over the timelapse. The titles and ticker tape are not a problem, but I don't know how to create the header and footer bars.

Any suggestions on how to go about this?

Yes they will keep remodelling that site, causing all the old links to get broken. That, plus the fact that it's in a language I only know four words of (dos cervezas por favor) does make it a bit hard to locate what you are after.

But a bit of ferreting locates it here. You'll need to click on the icon for Descarga which presumably means download. (Now I know five words of Spanish.)
