Just when I thought I could retire Premiere 6.5 completely, my brand spanking new copy of V4 refuses to allow me to set the starting time for my Canon ZR10. Still.
P6.5 had no trouble accepting a time and taking the deck to it before recording.
Use Video Capture's Batch Capture capability. You can also just seek to a timecode by Ctr+G or click on the current timecode display or use the main menu.
Open Video Capture. Plug in the camcorder. Click the "Advanced Capture" tab on the top. On the right side toward the middle, you'll see fields for the in's and out's. Type in where you want to start and stop. Then click "Record In/Out". It will navigate automatically and record your desired selection. This can be batched as well.
Right. The V4 window with the timecode simply points to the _current_ tape position and will not accept the position you want to go to before recording.
Thing is, I often render clips for later use or other editors and they must go to miniDV tape one after the other. I keep an index card so I know where I want to print. Premiere allows me to simply enter that number and it goes right to it and starts recording. No muss no fuss.
So, you should be able to use the Cue Device toggle to setup the device at a specific timecode, and then load multiple files into the Print Queue and print them all in order.
