My Vegas Pro 365 is on the taskbar, but when I click on it, it doesn't open the program. I have to restart the machine for it to open. When it happens, even before restarting I try to open it in other ways, but it doesn't open. Sound Forge opens fine, but Vegas has had this problem.

There have been quite a few reports of this behaviour especially under Windows 11. It also happens to me not only with Vegas Pro but also with Microsoft Outlook.

Instead of rebooting the computer, try openning the Task Manager (ctrl-alt-del) and under the background processes tab, hit the 'End Task' button for any Vegas Pro entries (usually there are 2 entries), then try opening Vegas Pro again.
