Pan/crop is the best way to do this. Do it for one event (put in the right numbers), and then select and copy. Next, select all the other events and right click 'paste attributes'. This will past the widescreen format on all the events. Next, I check all events individually. If necessary, I drag the cropped frame up or down to achieve a nice composition. Oh yes, there is a button that locks left/right movement, in order to avoid unwanted left/right movement.
Do this before you start color correction etc.

Cant apply this on existing project because it overwrites previous clip settings.
I am still wondering why I cant do it in Track properties...

Next time i will think about it before i start.

I have some stills that are 1440 X 1080 in a project that is 1920 X 1080. I would like to crop/zoom them so that they fill the frame, but can't seem to do this. Is it possible in VMS 10?

@TOG62 If you want it to fill the screen, put image to the track :
1/right click on it , go to switches and un-tick maintain aspect ratio.

2/Or, click on event pan/crop, then choose 16:9 aspect ratio.
Grab cornes of frame while holding CTRL key and zoom it in/out.

Or download irfan view and do a batch resize of all picture files - simple way to resize hundreds..
