CDW sells two versions of this software. One is $67 and the other is $179. Are there two versions?

It appears as if the $67 version has an SL after it which means Site License version. Not sure if that will work as a plugin for Vegas.

Noise reduction is pretty expensive. The $67 would be one heck of a deal. The only price I've seen like that is for academic institutions. If you are associated with a school, you can download it for $68.95 from this location:
