Well sure. My first bit of advice would be to read Jay Rose's article at dv.com "Shh- the art of noise reduction" (or something very close ti that title). It's all about when, where, how, and what kinds of noise reduction to use. I've only used Sony's Noise Reduction 2.0 and it has helped to remove the hiss from a poor live recording from a sony pd150. It has options for pops and crackles as well, but I haven't needed to do anything about that yet.
I'm still learning and wondering if my removing all the hiss makes the track too sterile and what to do about the room tone (it was supposed to be a fairly quiet room, but again I'm new so I'm not sure what to measure this against).

The noise reduction plugin will do everything you want to do, although it is somewhat less interactive to use inside of Vegas than inside of Sound Forge because Sony has artificially crippled Vegas 4 by not including the ability to do real time adjustments within the plugin.
