NTSC DV Cropped?

In "Project Properties" there is a template so named at 704x480. I can't find an explanation - what do you use this for? DGrob

In a google search for 704x480 I found the following:

I want to save some bits for higher quality by resizing to 704x480 (valid DVD resolution).

That is very interesting. It leads me to believe that one could cut down to 704 and not lose anything on the screen, yet save room in the encoding for higher quality.

If anybody knows about this, please comment. I would be very interested.
