NTSC frame rate question

Who knows why NTSC frame rate is slowed down by a factor 1.001 to produce 29.970 fps?

It's a technical reason, having to do with the addition of a color subcarrier in the early 1950's. Do a search on this board for previous discussions--there are links to technical articles that describe it in detail.
