NVIDIA NVENC RC Control and Presets?

Hello, I got a GTX 1060 graphics card for my PC.

I noticed that now Vegas has NVENC support, I tried it and it works perfectly fine, but I have some questions regarding the settings for the NVENC codec.

First there is a rectangle called preset, it has these options:

I would like to know what "Low Latency" means here, I can test by myself the difference between High Quality and High Performance and choose what is best according to my necessities.

Next there is something called "RC Control" which I don't have a clue on what it is:

I searched a bit on Google and It seems that CBR is Constant Bitrate and VBR is Variable Bit Rate, but even if I select the first one the constant bit rate option is greyed out, so I'm not sure if it stands for that.

Also there is aother "Low Delay" Option and constant qp mode which I don't know what none of them does.

Any information about these settings of the NVENC codec is apreciated!

Its worth noting that the Help Button (the ?) doesn't seem to work on that window, at least in Vegas Pro 16.

I would also like clarification on what the Preset options do. Additionally, in that same window, I would like clarification on what the "Allow Source to Adjust Frame Rate" checkbox does. I understand what adjusting the frame rate is, but why would you check this box? How exactly does it adjust the frame rate? Why would this be different than re-sampling?

Unfortunately, it isn't really clear on how Vegas handles CBR with the Nvidia Encoder, because the constant bit rate radial button is grayed out even though it lets you choose CBR in the RC mode option.
