Living in the UK, AND I'm assuming you are in the US, I can't help you on Part 1 of your question. However on Part 2 of your question, I've pulled together some really useful - it was for me - information on OHCI stuff. I use a Dazzle Hollywood Bridge, I got this by luck rather than judgement on my part, as it is acceptable to use with VF. I go AV<>DV, so that's why I got it. However Canopus apparently do another AV<>DV comnvertor which people have reported good things 'bout. I personally can not comment on this Canopus box. Are you looking for a pure DV capture card? My capture card is a Dell [came installed ready to go on my Dell Inspiron laptop] OHCI Qualified Video Capture card.
