Thats prolly it. Have you tried just removing the modem from the device manager and rebooting ? Try that first.

Here's some info on changing IRQs if that dont work, what I do now is that when I tried some time ago to change to the "Standard PC HAL" it wasnt pretty. If memory servers correctly, in the end I had to do a complete f-disk and reinstall.

If you need to manually assign IRQ addresses through the BIOS to a device on an ACPI motherboard, you must reinstall Windows to force the installation to use a Standard PC HAL.
